Four memebrs of National Unity Platform security team including Eddie Mutwe, Achilleo Kivumbi, Gaddafi Mugumya and Grace Wakabi Smart have been granted bail of Sh 5million in cash each.
However,
the bail decision will not immediately lead to the release of all four. Mutwe
and Kivumbi will remain in custody because they are facing separate charges
before the Kawempe Magistrates Court.
The four
have spent prolonged periods in detention in connection with different criminal
cases. In the main case, they were charged over allegations arising from an
incident during the May 2024 burial of businessman Pascal Ssekasamba in Lwengo
District. The prosecution alleges that the group robbed a journalist of a
mobile phone and sweater and assaulted other people during the burial. The accused
have denied the allegations.
Mutwe,
whose real name is Edward Ssebuufu, was abducted in Mukono District on April
27, 2025, and reportedly held incommunicado for several days. He was later
produced before the Masaka Grade One Magistrates Court and charged with
aggravated robbery, robbery and assault.
His
detention attracted widespread attention after then Chief of Defence Forces Gen
Muhoozi Kainerugaba acknowledged that Mutwe had been held in a basement. When
he was eventually produced in court on May 5, 2025, he appeared to have
difficulty walking and was supported by two people.
Kivumbi,
Mugumya and Wakabi were separately arrested in February 2025 and later charged
alongside Mutwe in the Masaka case. Their arrests came amid concerns raised by
NUP over the alleged abduction and detention of several of its supporters.
In
February 2025, Kyagulanyi said the three had been picked up during a security
raid on NUP offices and moved through different locations before being
transferred to Masaka.
The four
previously applied for bail in the Masaka case, but the High Court rejected
their application in August 2025. Although the court found that the applicants
had met the bail requirements, it said it was not satisfied that they would not
interfere with witnesses.
Mutwe and
Kivumbi are also facing a separate case before the Kawempe Magistrates Court
over allegations of unlawful military-style drilling at NUP offices in
Makerere-Kavule.
In
October 2025, the Kawempe court dismissed an application for mandatory bail, ruling
that it lacked jurisdiction to entertain the application.
The
latest bail decision therefore means that Mugumya and Wakabi are expected to
benefit from the bail granted in the case under consideration, while Mutwe and
Kivumbi remain in custody because of the separate Kawempe charges.
The four accused persons
remain presumed innocent until proven guilty by a competent court.
