Francis Lukooya Mukoome is a
Ugandan politician and local government leader who currently serves as the Mukono
District Local Council V (LCV) Chairperson. His
return to the district's top political office in 2026 marks another chapter in
a leadership journey that spans community mobilisation, civil society and local
government.
Lukooya previously served as Mukono District Chairperson from 2006 to 2016, giving him extensive experience in district administration and local government leadership.
Early Life
and Education
Born in 1964 to Paul Mukoome and Efrance Nabukalu in the Nakifuma area of Mukono, Lukooya grew up in a large family. According to a profile published by New Vision, he began his education at Namyoya Primary School, before joining Kyambogo College School for O-Level and later studying A-Level at Caltec Academy in Makerere.
He later pursued Community Development in India through a Commonwealth-supported scholarship. He also studied Social Sciences, majoring in Public Administration, at Makerere University, and undertook postgraduate studies in Peace and Conflict Studies.
Community
Development and Leadership
Before rising to senior political leadership,
Lukooya was active in youth and community development. He founded Talent
Calls, an organisation that used drama and youth mobilisation
to promote HIV/AIDS awareness and community development.
He was also involved in the establishment of
the Development Network of Indigenous Voluntary Associations (DENIVA) and
participated in civil-society leadership activities.
His political journey included serving as a Goma
Sub-county youth leader, Mukono youth council leader and Goma LC5
councillor before eventually becoming Mukono District Chairperson.

Return to
Mukono District Leadership
After serving as district chairperson between
2006 and 2016 and later making unsuccessful attempts at parliamentary politics,
Lukooya returned to the LC5 contest in 2025 as the NRM flag
bearer.
His campaign highlighted issues including service
delivery, youth employment, vocational training, water access and waste
management.
Following the January
2026 local government elections, he was declared the winner after the
Electoral Commission revised the results to 52,523
votes, compared with 52,105 votes for
Johnson Muyanja Ssenyonga. Lukooya was subsequently sworn in as Mukono District
Chairperson in May 2026.
Focus on
Roads and Service Delivery
During his first 100 days in office, Lukooya
identified road improvement, education, healthcare and
accountability among the priorities of his administration.
In September 2026, he reported that approximately 234 kilometres of district roads had been worked on during the first 100 days of his administration. He also continued to emphasise improved public services and implementation of government programmes across the district.
A New
Chapter in Mukono Leadership
With experience spanning youth mobilisation,
community development, civil society and local government,
Francis Lukooya Mukoome has returned to the centre of Mukono's district
leadership.
His current tenure is being watched through
the lens of road development, education, healthcare, accountability
and service delivery, while the ongoing court case continues to
form part of the political and legal landscape surrounding his 2026 election.
